Yes, Leviticus 18:22 does indeed forbid the "abomination" of men lying with men thusly. However, just a chapter away in Leviticus 19:28 it also says:

Ye shall not make any cuttings in your flesh for the dead, nor print any marks upon you: I am the LORD. (Verily, I hath emphasized.)

Perhaps the picture depicts some one with a strong sense of irony (though the interviewee hides it very, very well).
