Someone Got a New Toy

I'm still shaking, but I need to get this down.
I just got home from work. On the way, near home, I was on a four-lane highway (522, Lake City Way). I was in the rightmost lane. A silver or grey Kia cut me off, and I mean really cut me off. I was still honking as I swerved as far right as I could, and he still moved to the right!
Okay, this ticked me off a bit. As soon as I could, I passed him, got in front of him, and decelerated, just to show I was pissed and didn't appreciate his jerk move. Just to be sure, before doing this I checked to make sure this was not an elderly person who simply shouldn't be on the road; that would be silly, and probably just cause an accident.
He wasn't elderly.
After my deceleration, though, I looked into the rear view and saw him pointing at a dash camera.
Here's the thing; I know about those cameras. From places like Russia you see dash cam footage all the time. I'd carry one too, if I knew my fellow drivers were as dangerous as those on the footage. Seriously, when two guys get out of the car ahead and immediately open the trunk for the bats and ax handles, dash cameras are good. And since I had said my piece with the deceleration—which, I should note, was not in any way a danger to the jerk with the camera; I was sending a message, not endangering my own car—I was done.
Ah, but after he gestured at the camera, he started laughing. Then he gestured at it again, and gave me a gesture I think is referred to as the fig. The dude was gloating. He had just cut me off in a most egregious manner and he gloated!
Which leads to this post. I don't think he was simply gloating. I think what he did cutting me off was part of his plan. He wanted to piss off another driver just so he could capture the inevitable reaction with his new toy, and he was tickled it worked!
The fact that he gave me a gesture pretty much unknown in these parts suggests he's not from around here. And come to think of it, he looks like a couple of the Russian guys I work with, facial features wise. I wonder if pointing at the dash cam is big in Russia.
Again, this is a new grey or dark silver Kia sedan with a license starting in ARG or ARB (probably ARG). If you find yourself behind such a car, watch out!!! This guy is having fun with a toy that absolutely doesn't point behind his ass, so you are in danger in such a position!
